With reference to your telegram of 21st October

the Defence of the Realm Act and the regulations under it are

not applicable to Hongkong but ifyou consider it desirable

there is no objection to local legislation of the same kind.

But you should consider whether the object in view would not

be quite easily effected by proclamation under the Order-in-

Council enclosed in my secret despatch of 14th May, 1897.
